Sigmund Lee
Ward 2 Resident | Candidate for Richmond Hill Council

Practical leadership you can trust.

Sigmund Lee, Ward 2 resident and candidate for Richmond Hill Council

Residents are being asked to pay more. Richmond Hill deserves better value, stronger oversight, and clear results from City Hall.

As a long-time Richmond Hill resident who lives in Ward 2, I have seen how decisions at City Hall affect everyday life in our neighbourhoods.

The City’s Financial Master Plan forecasts average annual real tax levy increases of 7.4 percent from 2027 to 2031 and 6.0 percent through 2035. Net of projected assessment growth, the corresponding real tax rate increases are 5.4 percent and 4.2 percent. These forecasts apply only to Richmond Hill’s portion of the property tax bill and exclude inflation, York Region, and education taxes.

York Region has also reported nearly $5 billion in financial pressures over the next decade. Because approximately half of a typical Richmond Hill property tax bill goes to York Region, responsible financial oversight is needed at both levels of local government.

Who is watching costs at Richmond Hill City Hall?
Not enough people are.
That is why I am running.

What I Am Hearing from Residents

  • Traffic keeps getting worse.
  • Taxes continue rising, but people expect better results.
  • Growth needs to match infrastructure, roads, and services.
  • Residents want to be heard before decisions are made.

Why I Am Running

Residents deserve a councillor who listens carefully, asks difficult questions, reviews the costs and consequences, and follows an issue through.

I am running to bring practical leadership, responsible decision-making, stronger financial oversight, and accountable representation to Ward 2.

I am a CPA and FCA (Ireland) with more than 30 years of experience in auditing, finance, oversight, and corporate restructuring. I was part of a team that helped turn around a financially distressed company and build it into a stable and successful business.

I helped turn around a financially distressed company.
Now I am ready to bring that same discipline and accountability to City Hall.

That experience reinforced the importance of identifying risks early, controlling costs, setting clear priorities, and holding people accountable for results.

My Priorities

My focus is simple: responsible spending, strong oversight, reliable services, and practical results for residents.

Responsible Spending and Oversight

  • Control costs and review major spending carefully
  • Protect essential services before adding new commitments
  • Explain how projects will be funded and what trade-offs are being made
  • Make sure residents receive clear value for every tax dollar

Core Services and Community Safety

  • Maintain roads and local infrastructure
  • Improve traffic, pedestrian, and neighbourhood safety
  • Deliver reliable city services, maintenance, and repairs
  • Respond to local concerns with clear action and follow-up

Responsible Growth and Stronger Communities

  • Match growth with roads, infrastructure, and services
  • Protect neighbourhood character and green space
  • Support a stronger downtown and more vibrant commercial areas
  • Create cleaner, safer, and more welcoming public spaces

Listening and Accountability

  • Hear residents before decisions are made
  • Ask the right questions and exercise independent judgment
  • Explain decisions clearly, including costs and consequences
  • Follow up so residents are not left without answers

For incumbents, asking tough questions should not be an election-time slogan.
It should be part of a record residents can already examine:
What questions were asked? What answers were received?
What changed as a result?

Financial pressures do not appear overnight.
Listening, reviewing costs, and asking difficult questions are responsibilities throughout the entire term – not promises to make when the next election begins.
Residents should look beyond campaign language and ask:
What questions were previously raised? What action followed?
What results were achieved?
Why does the City’s own Financial Master Plan forecast real tax levy increases averaging 7.4% annually from 2027 to 2031 and 6.0% annually through 2035?

My Commitment to Residents

If elected, I will:

  • Treat the role as a full-time responsibility
  • Remain visible and connected throughout the full term
  • Listen carefully and take residents’ concerns seriously
  • Review spending and proposals with discipline
  • Focus on measurable results rather than political talking points
  • Communicate honestly, even when the answer is complicated

Residents may not agree with every decision, but they should always know that their concerns were heard, properly examined, and answered.

Why You May Not See Conventional Election Signs From Me

I have decided not to pay $618 in combined City of Richmond Hill and York Region permit fees to place conventional election signs through both systems.

Instead, I am using magnetic campaign signs on vehicles during normal everyday travel. Ward 2 volunteers can join this visible protest, with side signs and a limited number of rear signs available at no cost.
